RFID Chips in Dogs

Japan is planning to implant RFID chips in foreign dogs as a way to prevent rabies.

JapanToday has the article and does not make it clear exactly how rabies will be prevented. My assumption is that the Japanese believe the native population of dogslinks has no rabies, and that foreign dogs could bring in rabies and therefore have to be tracked.
