He's referring to the news that Symbol has unveiled the first radio-frequency identification reader that supports Microsoft's Windows CE, which he comments on here:

He even wonders aloud whether Microsoft could be developing an RFID browser, here:

I don't know the answer, but I recommend you read both articles.
